The incidence will have nothing to do with flutter. I would suggest that you ensure that your linkages and the servo mounting are absolutly slop free. I use ball joints on the ailerons on mine with pull /pull on the elevator halves, one servo for each half, and one for the rudder. The servos are Hitec 5645mg. I don't have any problems with flutter.
If you are certain all is slop free and you still have flutter you may well find that fitting a conter balance weight to the aileron will help.
