At the top of the reference it is written Dist IV not in attendance at this meeting. Written at bottom is VP IV,VI,VII and XI not present.

What does that mean? One states "not in attendance" other states "not present". Does it mean IV was not at the meeting and VI,VII and XI were there but not present to vote?
