Default Surging motor

I have a electric powered flatout, similar to the Charger that I am trying to put together by fabricating parts from scrap Depron. It has a the following:

Motor: Rimfire 22M-1000 (kV Rating: 1000 RPM/V, Max. Constant Current: 11A, Max. Surge Current: 15A.

ESC: Apollo 12 BEC Speed Control.

Battery pack: Lightflite (and Thunder Power) 2S 480mah 15C LiPo.

When I was running the motor up earlier this evening, the motor was surging, going fast then slow then fast, and so on.

I am thinking that the battery pack was incapable of running this setup, but I am not sure. I have other battery packs, for instance, a pair of 3S 480mah 15C LiPo packs as well as some larger capacity packs.

Am I thinking correctly as to what was causing this surging?
