The gears! If your one-way is fine it can only be the gears that are causing this! They sell just the gears or you can do like you said and buy a whole new starter system on Ebay vary cheap! You did say that when you cleaned out the E-Z start there was plastic pieces in there right?? That would be a good clue to the gears being shot!
