Eh, in a manner of speaking, you could say that is true however...

The C.G. is revealed by balancing the plane at the point it shows no preference for either the nose or the tail.
The point at which this occurs is always the current C.G.

If the nose goes down, then you are not at the C.G. point, you are balancing the plane just behind it.
