I recently did a repair like that with my Astro Hog horizontal stab. I used a 3" piece of 5/23" music wire epoxied into the wood 1-1/2" each way for additional reinforcement. The wood is 3/8" x 1/4". I drilled into the wood 1-3/4" each way to make sure epoxy would all the way down the hole, and used epoxy to glue the wood together. Then end result is a very strong repair that won't come apart. You also have to be very careful and make sure you drill straight into the wood, not off to one side or the other for everything to line up properly.

When you do the final glue-up put a metal straight edge across the stab to make sure it stays as straight as possible.
