It is completely true. I received E-mail notifications from both Paypal and eBay during the time they were working on the changes. There were messages in my inbox on eBay about the changes too. That was quite some time ago. The rule change was around November of last year and there were several other changes, including revised fees at the same time. I'm glad your over it now.[8D]
