My composite ROO vertical fins do this as well. I see it a lot when I'm taxiing. They just flop around probably more than 1/4". In flight, I believe this causes the ROO to hunt a little on heading. However, it doesn't seem to hurt anything. I was going to try a GYRO on the rudders to see if it takes the hunt out of the flight. We'll see.
