People are reluctant to hire school -age kids primarily for the restrictions that the governmnet puts on employers.

You cant work them past 10PM, you cant work them more than x hours per week etc and obvioulsy you cant work them during the day during the week at all.

Although this is as it should be- kids need to sleep and study it still makes it a pain to accomidate thier's AND the businness's schedule.
