Engines don't have sweat glands so wind chill isn't a factor in their cooling.
Some have sweat glands, but we call it a venturi. When the carb venturi to rotary valve distance is short it will spray fuel on the engine, giving it some wind chill effect. But not very major on most engines and often only at part throttle.
