Now it works... and it always did!!
OK, with the help of an "experienced" old veteran flyer I found it it DOES balance the same upright as inverted. I did not take into account that this plane, a tail dragger, was not level when I attempted to lift it at the balance points - thus it appeared that the CG was off when it was upright. Once we brought the plane to level it would stay level at the recommended point. If the nose was brought down it appeared nose heavy.. if the tail was lowered it appeared tail heavy.... when level all is well.
