You can do all that, or you can skip so many steps by just getting a good FPV system and a remote control that goes 5 to 6 miles. - this part is actually easy to do. The hard part is building the plane/rocket system
Making a project like this happen would likely get a person arrested in the USA. It might also prompt the FAA and other agencies to change their position on regulating the RC hobby. The info posted on the AMA site
