If its inside the Throtttle arm, then yes, its normal.  That's why its recommended you make adjustments with the engine not running.  That way you can use two hands.  Hold the throttle arm stable while adjusting the low end. Make small adjustments (1/8 turn at a time) so you don't miss the sweet spot.
