Just a thought.....
Why not imbed a rf identiy chip somewhereduring the construction of the aircraft. Would be similar to those used by ranchers and pet owners to protect their animals .... They are small and can be read by a small hand held device...
My daughter has the whole kit for her protection and aids in the recovery if needed. She tells me that the local law carry the readers in their autos.Also most vets and brand inspectors...
