Most clubs solve this problem by having a dedicated heli area away from the active runways. Ours does it this way after having some members complain about the heli pilots hovering in a fixed area of our active runway. We have the luxury of a heli pad well away from the runways and fixed wing flight path. If you don't have that solution available then some form of time sharing is the most common solution.
