If the old stripes are self adhesive (stickers) you can desolve them with CA remover. A little rubbing alcohol on a paper towell, then some windex should get most everything off. Once everything is off, use a heat gun or Iron to tighten things up before putting on new stripes. If it has wrinkles before, you won't make it any smoother by putting something over the top.
