Over the past winter I messed around with a few TD .09's...
2 out of 3 needed to have the needle so far out that it was practically falling out just to get 'em to run...about 9 turns!

I took care of the problem by wet sanding the front and rear of the plastic carb body / venturi housing w/ 600 wet/dry paper on a piece of glass...apparently there was just enough distortion to allow air leakage between the plastic body and the case.

Don't know if that's what's causing your problem though...just thought I'd throw it out there...
