Sounds to me like it is simply not getting enough fuel. Drawing fuel when choked is not always a good enough test, as even a half-blocked spraybar would draw fuel when choked but not supply enough fuel on suction alone. If the engine has been run before there might very well be old castor around the needle and in the spray-ring holes, so that's where I would look first...
