I'd already stated that the depth of field is not set.

Your not having set it previously doesn't always matter if the pc file took a hit. Also, parameters can show valid options when the parameter field has a value outside the display value choices.

Files go bad on their own. Sometimes setting a previously untouched parameter works to reset the parameters that've been hit. Most times it doesn't. But knowing to do so is worth knowing.

For some reason the model is in perfect focus but the scenery surrounding the model is all blurred, kind of like the depth of field setting
"kind of like" or exactly like? If it's exactly like, then you've got to consider how your PC would know or care about keeping the model airplane sharp while making decisions to blur objects it's operating code cares not the least bit about (pun intended). It certainly sounds like the sim code itself is playing a major part in applying the depth of field logic. It would be strange for any logic outside the sim's to select the pixels based on that or similar logic.

However, the text being blurred does suggest much more of a problem than the view parameter.

I'd try uninstalling, defragmenting and then reinstalling.

If that doesn't work, then look for a restore prior to any update install.
