I checked the ECU connections and they are good. When I manually spin the turbine, RPMs register on the handheld unit. When I apply hot air to the end of the thermocoupler, the increase in degrees is also registered on the handheld unit. The turbine spins freely with no significant issues. I removed the starter motor and attached a battery source and the motor ran at a high speed. I re-assembled the starter and tried another start. The fuel pump comes on for a few seconds and then the starter motor begins to spin very slowly and appears to strain the electic motor. At this point, it stops and the display either says "BadStart" or "Low Batt". The battery is a new LIPO, fully charged. Note - I did not have the propane tank full of powermax when I tried this!
