I'd recommend that you start with a used Tamiya that is ready to go.  I would absolutely NOT start with a project tank. 

You can purchase a used Tamiya full option tank for 400-500 dollars, add a radio, battery, and battle system for about 200 more.  Then start having fun.  Let the second tank be the project...
