Yes it does, (all Jet Central turbines have an in line restrictor) and so does the modulated gas valve.

However a propane cylinder on a warm day can produce lots of pressure, flow rate is proportional to the orifice size and the pressure applied.

So even with the provided restrictors (which are normalized for most conditions) you can have a situation with too much gas flow, this is why I like a gauge and a valve.
