I have taken into consideration what you have mentioned, the high speed needle is 3 turns out and the needle is sitting firmly in the sleeve. What else could be the problem?
Richen the low speed needle 1/8 turn and see how it runs. If its better, but not fixed, richen it another 1/8 turn. One of your needles is too lean.
