There is no way a 4700 kv 540 size motor puts out only 300 watts at 7.2v. That motor can pull around 70 amps.............they are being very conservative i believe. On the subject of which is faster, it wouldnt be close.........the vector would run away from the speedgems. It would be fast on 2s, and 3s would be a helluva ride, although you may run into tranny/gear issues.
