You are going to be reinventing the wheel if you end up using a small 4c gas engine.
Honda and Yamaha have done it already. They are using inverter technoligy. The generator runs at different RPM according to load. There is a AC inverter that gives 60HZ output regardless of RPM.
Under a small load the engine is almost idling.
