It's very simple really. A manufacturer makes a mold for a spinner. They make one mold for each size (2", 2.5", etc). They do not know what size prop you will be using. YOU can make it bigger if you need to, but someone using a small prop can't make a hole smaller. So they make the hole to fit the smallest feasible prop for that size spinner and it's up to you to cut it to fit.
