What about building something along the lines of the RC SURFER here on rcu ? The videos of that are amazing, it has no problem with waves that are huge in relation to its size, it self rights, and everything? If you had to build it low with ballast why couldn't you mount to lightweight flexible masts on it with mylar flags maybe 3-4 foot high to help with orientation?
I once viewed a homemade bait dropper that was built our of a solid piece of foam the size of a GIANT cooler, it had a car battery dropped down deep in the center for power, and a normal trolling motor for power. It was ugly as sin but got the job done with little fanfare. I bet there is a way to do it without being super expensive, or flashy
