So the problem isn't the electricity leaping out to get us, it's our control lines reaching the power lines.
Actually, as someone mentioned above, in addition to direct contact and an arc because of close proximity we also have magnetic induction where the control lines act like a transformer. This in essence draws current just because of the magnetic field around the transmission lines building up and collapsing.
