There is no best setup...It all depends on what you want. Quicker acceleration requires a smaller bell and/or bigger spur.
More top end speed requires a bigger bell and/or smaller spur.

The stock cluch bells and spur gears are usually the middle of the road as far as acceleration and top speed.

Plastic spurs are recommended unless your running a smoking BB.
