John, there should be 4 of the same size, shape for the ailrons . And 2 of the same for the elevator . And one through and through for the rudder.

If your pic is all that was in the box then you are missing 4 complete setups for the ailrons.
The top two in your pic are for the elevators and the bottom bag is for the rudder

They should look just like the ones in my pic above and there should be 4.
I only need 2 for the ailrons now. My buddy cut two of his down and gave them to me.

1. rudder through and through ( should be 1 setup)
