You have answered your own question. Yes it can be flown. It looks like the wing is off by just under 1/2" (.43). I have flown them a lot worse. Not sure you would even notice it.

Way back when I built a plane and the horizontal stab was off more then that and it showed no sigh at all. You could look up and see that it was way off and it flew just fine.
