Hi,

Here in Oz student pilots are required to practice forced landings on beaches that is probably what he was doing or he may have seen some ''white pointers'' in the dunes. I'm not sure of the regs in the USA but here the 500' minimum only applies to built up areas.

I'm not too sure about the altitude restrictions myself, but looking at that photo - in that current situation. It was a dangerous place to practice emergency landings etc.
