Hi,

Here in Oz student pilots are required to practice forced landings on beaches that is probably what he was doing or he may have seen some ''white pointers'' in the dunes. I'm not sure of the regs in the USA but here the 500' minimum only applies to built up areas.

Here in the US you must use 1000 feet above cities and congested areas, and 500 feet from any person or building. For a beach you would have to be 500 feet above, or 500 feet out. But you would have to keep away from boats and people in the water and that can be tricky. I know cause I have done this.
