When you say "balls" do you mean the primer bulb that sits on the top of the carb? It is not necessary, but is helpfull to get fuel up to the carb. It really is not a primer, but just purges the air from the fuel line so that fuel is right up to the carb inlet. Lack of the bulb is not a problem. Good luck.
