Ok...ya know what? I'm in D5, and have sat here lurking on this issue long enough. Couple of points I think need to be made.

First, there is NOTHING in any charter that suggests a DVP should be "representative" of his "constituents". He is, indeed, to help "preside" over the district. He serves on the 'executive" council. He is, in short, tasked with making EXECUTIVE decisions, and PRESIDING over the operations of the district.

AMA Bylaws:
ARTICLE X Officers
Section 1.

The Officers of the AMA shall be a President, an
Executive Vice President, a Chief Financial Officer and a Vice
President to represent each of the AMA Districts.
........


The DVP's job is not to poll the members in his district, and then do whatever they want...he owes them more than that. While he should certainly CONSIDER their wishes, he owes them also his JUDGEMENT.
Yes I agree with statement:

AMA Bylaws:
Section 6.

The District Vice President of each of the AMA
districts, as a member of the Executive Council, will formulate
policy, serve on committees (when appointed), and resolve other
matters brought before the Executive Council. The District Vice
President will appoint all of the following for his district: Contest
Board members, Contest Coordinator(s), Frequency Coordinator,
and Associate Vice President. The District Vice President is
responsible for maintaining Academy contact within the district
and providing coordination with Headquarters on AMA matters.



And guess what...just like any other family, business or organization, sometimes leadership has to make some unpopular or difficult decisions because they're in the best interest of the organization as a whole.
In the case of AMA that is very much debatable but the same is true at the highest level of administration.
Honestly, I couldn't care less whether the contest calendar stays or goes since I never crack open the magazine to begin with. But I DO want the AMA, and my DVP, to be good stewards of the resources they've been placed in charge of.
How would you know anything about whether they represent, misrepresent, or what if you don't at least go through the magazine so as to have adequate knowledge to converse the subject with more authority than simple emotion?
Have they been in this case? Bluntly, I have no clue.
