Well, the problem arose when the Hong Kong shippers were shipping LiPo's by air and marking "Toy Batteries" on the lables to avoid the Customs fees. I'm all for avoiding Gummint fees, but shipping undeclared LiPo's by air is dangerous unless they are properly packaged and handled (more $$$'s).
