Well I am sorry you have to deal with the neighborhood issue. I really hate the idea that others can tell you what you can and can't do on your propery. That said, I'd suggest looking at something in the line of a pop up or fold up top. Torsion axles have less bounce than spring axles. And as a personal thing I'd stay with something in a 13" tire rather than the little ones that look like they are for a wheel barrel. I think the ride is better and they don't sway as much.
