The floats are fiberglass and came with that water rudder. There was a tube already through the float at that point. In addition, the rear of the floats is slanted forward, which makes mounting a water rudder back there hard.
You are correct in that all my other planes have them on the rear. This is the first time I have seem one like this, mounted near mid float. Seems to work.
