I have a new glow plug in the engine. I had the engine at YS Parts and Service last december. The engine had new gaskets and bearing installed and was said to be good to go. However the carb does drip a little fuel when not running. Everything else looks good.
If you are dripping fuel the regulator is being held open by either trash in the regulator or the spring is getting weak. If you are comfortable with taking the regulator apart, I'd start there. It doesn't take much dirt to cause a lot of grief for the regulator and the operator.
