Default surface power vs distance from centre

I'm pondering doing a new Delta design using a spare wing i have laying around, i was just wondering seeing as the tips have more power being further from center, is there a simple way to work out how large the control surface should be compared to the center.

Was just thinking it would provide better control, esp elevator where i can get away from all the control being at the tips helping to get tip stall when you don't want it.
the delta will probably have a slightly swept forward TE to help with this.
