Default CG Help Please...

I recently purchased and am about to finish an edge 540 ARF. The instructions indicate that the CG is to be located between 27 and 32 percent from LE.. Calculating percentages is not the problem.... Determining where to make the measurement is. I am guessing that the initial measurement of the Wing is at the fuse. and the percentages are calculated from that measurment... Is this correct?????

Yes,
CG is at the root of the wing where it meets the fuselage.
