In addition, it should be noted that only Leader and Open members are entitled to vote. From Joyce's explaination, anyone joining in the third quarter after printing of renewals and ballots would not be entitled to vote. Ballots never come with membership cards, just with renewals.

As to voting, only those members who are current at the time bills and ballots are printed get to vote. I believe if you check the bylaws you will see where this is stated.

“Does anyone here know the procedure for a newly joined member to vote? It came to my attention, according to a new member his card came without a ballot.”
If I understand correctly, anyone joining in the first three quarters would receive a ballot with a renewal… and prorate for the next year. Anyone joining in the 4th quarter would get that quarter free and not get a ballot, the right to vote, or a renewal until the following year. Is this correct?
