Is Jim still trying to get that "dismiss CDs on a whim" policy through? I thought that was history.

IMO the embers are still smoking.

My work was done several years ago.
All that ever came to light was the *Definition* of a CD that is posted in the membership manual which is simply a lot of tripe all mixed up from various other publications here and there.
Actually, I felt ashamed FOR the EC to present such a pile of dog-feces in an official publication.
Of course they were not going to acknowledge a report that placed a blame on their shoulders.
