restocking fees, if applied, should apply only when the cutomer returns the product for a trivial reason. It should never be applied when a person returns s defective product.
Note the PayPal return program does not give restocking fees. If an item is defective and therefore not as advertised, you return the item and they refund 100% of the charge.
