Default H9 Pulse XT 40 Trim

Finally got the plane up. All was fine except 27 units of up elevator.
The front of the counterbalance was totally below the stabilizer.
We put some shim under the rear of the wing, a 1/16th"
It had no real affect on the trim adjustment.
Then we put in 1/4" of shim - no effect.

Plane balances fine and this is the only problem with it.
What is causing the need for so much trim?
This is my first plane with a counterbalanced elevator.

Thanks for the help,

Without seeing it, my first guess would be that it is nose heavy.

Had a Pulse 40 with an OS 46ax years ago. It was a lot of fun!
