Default Balancing a Great Planes Stick

I have just completed the assembly of a Great Planes 60 size Stick. The batteries are as far to the back of the cabin area as reasonable to put them. The 60 engine is placed where the instructions indicate. It is way out of balance. How much weight have others used to balance this model? 1300 grams of tire weights placed just forward of the elevator still leaves it nose heavy. The instructions say balance point is 4" from the leading edge.
Am I missing something?

OOPs them decimals are a bit hard to see. Moving the weights slightly forward to find a better place to install them and it is 160.3 grams. This is the most that any of my models have needed in the tail. I have a stick made of plywood that needed a heap of weight in the nose.
