Toe in or Toe out ?????

I have a new Lanier 60 Stinger ARF. The plane flies great and came in at 7 1/2 lbs dry with a Saito 100 on It.
My only problem is ground handling. I am not new to tail draqgers and have taxied many without any significant problems.
This Stinger has a BAD ground Loop problem at slow to medium taxi speeds. It wants to pull left (not enough engine speed for torque effect to kick in) but any small rudder correction will cause it to ground loop to the right. Then it will over correct and ground loop to the left. I just can not hold it straight at taxi speeds. Once I give full throttle for take off I can control it fine, and landings are fine until the plane slows to taxi speed. I fly off grass, but it is short and relatively smooth.
I have a klett type tail wheel with springs attaching the double control arm on the wheel shaft to the rudder. Springs are tight, there is no slop in the setup. With engine off and rudder straight I can push the plane forward and it will roll straight as an arrow (on pavement). I am very perplexed.
Should the main wheels be setup with toe in or toe out ? How much ? Any help greatly appreciated.

I have 2 Kyosho AT6's and we had to set the toe at 0 in order to make a landing or take offs. The reason is when speeding up one wing will try to lift and will then ground loop when you have toe in. We tried both out and in and found that because of the closeness of the wheels that the toe setting is very important on some birds the only good take off's were with the toe set at 0
Also check your wing incendence you may have one tip with wash in and the other with wash out, that will couse the same thing
