Default cap232 .15-.35

I bought and built a cap 232 from raidentech.com. The plane is ok, had to make a few mods to make it a good arf. My question for all you arf guys/cap flyers is in the manual it says the c.g. Should be 30 40 mm wich is 1.2 1.5 inches. Now I have been flying for quite a while and Uasually do this at the wing root, nearest fuse or where the manual states. but the plane is next to impossible to balance there and on a 8.25inch wing that would be know where near 25% back witch I heard is normal. Just need some direction here. if I balance the plane at the wing tips it's right at 40mm but not at the root.
