The 33% means that the model is 1/3rd the size (linear only) of the full scale airplane. If the real airplane has a wingspan of 24' then the 33% model will have a wingspan of 8'. This applies only to linear scale. If you built a 33% true scale (volume) then weight, horsepower and reynolds numbers would come into play. If you figure that out, you would find that the model would weigh somewhere in the neighborhood of 500 pounds, have a 250 horsepower engine, and would never get off the ground due to extremely high wing loading. Just enjoy your third scale model.
