I Can't decide if this is a RTF or a ARF prop...

If it was already screwed on to your engine, it's a RTF prop; if you had to screw it on yourself, it's an ARF prop.

Outline of the blade looks like a Mentz, am not familiar with MSC props (does that stand for "miscellaneous"?

Looks like a RTT, ready to trash. I've never seen a prop in such an unfinished state. Is the face unfinished? It looks like a factory reject to me...

Thanks guys, I need the humor. I guess i'm lucky they didn't send me a stick with no instructions! This thing really is as bad as it looks. Clear-coating with a whisk broom is never a good idea. This thing has the texture of a Ruffles potato chip. These stir-sticks can be purchased for only $36.75 shipped to your front door.
